Dr Julia Baines

Dr Julia Baines is a leading expert in animal behaviour, welfare, and chemicals regulation. She holds a PhD from the University of Liverpool and has extensive academic experience lecturing on animal ethics, law, and philosophy. As head of science policy for PETA UK, she provides strategic guidance on replacing animals under cosmetics and chemicals regulatory frameworks and contributes technical expertise directly to the European Commission, the European Parliament, and the European Chemicals Agency. Dr Baines is also an advisor to PETA Science Consortium International, a board member of the International Collaboration on Cosmetics Safety, and a member of the European Partnership for Alternative Approaches to Animal Testing mirror group.

With a long record of public and scientific engagement, Dr Baines has presented at international conferences, participated in high‑level debates, spoken at Parliamentary events in the UK, Brussels, and Strasbourg and appeared on major broadcasters, including the BBC and ITV. She has authored numerous articles on animal protection and chemical safety, making complex scientific and legislative topics accessible to policymakers, journalists, and the public.
